A participatory process is a sequence of participatory activities (e.g. first filling out a survey, then making proposals, discussing them in face-to-face or virtual meetings, and finally prioritizing them) with the aim of defining and making a decision on a specific topic.
Examples of participatory processes are: a process of electing committee members (where candidatures are first presented, then debated and finally a candidacy is chosen), participatory budgets (where proposals are made, valued economically and voted on with the money available), a strategic planning process, the collaborative drafting of a regulation or norm, the design of an urban space or the production of a public policy plan.

What is the European Capital of Democracy?
The European Capital of Democracy (ECoD) is an EU initiative aimed at promoting citizen debate and participation in today's democracies. Barcelona was chosen as the European Capital of Democracy in January 2023, for a period running from September 2023 to October 2024. The aim is to use a network of the Council of Europe’s member cities to highlight successful experiences and also promote participatory and inclusive democracy.
The city will be organising events, conferences and activities of European and international scope for one year, focusing on democratic innovation and citizen participation, as well as cultural, educational and public space aspects. The initiative is tasked with the mission of strengthening democracy, acting as a catalyst for democratic development and providing a space for democratic exchange and innovation, with civil society, citizens and political institutions taking part.
