Volem Decidir! It is the first participatory process of the European Capital of Democracy which is aimed at all boys and girls aged 8 to 17 in the city of Barcelona. The process involves answering the following question: How do we want boys and girls to participate in the city?
From January to June 2024, the boys and girls will have to decide which topics they consider to be priority and how they want to participate in the affairs of the city.
The result must be the creation of new forms and innovative participation spaces for children and adolescents who have been proposed during the process and enjoy greater support.
It will be possible to participate in the process from primary and secondary schools, from childhood and adolescent facilities such as daycare centers, playhouses and open centres, and from leisure entities such as playgrounds or groups. It will also be possible to participate through Decidim.barcelona(External link), which will enable the full participation of children from the age of 8, with all security and privacy guarantees and with the consent of their parents or legal guardians.
The process will begin in January 2024 and will count on the realization of didactic workshops in educational centers, facilities and leisure organizations on the right of children to participate and proposals will be collected around the questions:

Boys and girls who have participated in the workshops will be able to present and debate their proposals in Ágoras located in public spaces in the city, in order to jointly debate with other centers or entities the proposals presented and reach a consensus.
From Decidim.barcelona(External link), all children and adolescents aged 8 to 17 can also submit proposals, give their support and vote for the proposals they liked best.
The most voted proposals will be presented to the City Council and its political representatives so that they can be put into practice. Finally, a committee made up of boys and girls participating in the process will monitor the implementation of the proposals that the City Council undertakes to carry out.

A participatory process is a sequence of participatory activities (e.g. first filling out a survey, then making proposals, discussing them in face-to-face or virtual meetings, and finally prioritizing them) with the aim of defining and making a decision on a specific topic.
Examples of participatory processes are: a process of electing committee members (where candidatures are first presented, then debated and finally a candidacy is chosen), participatory budgets (where proposals are made, valued economically and voted on with the money available), a strategic planning process, the collaborative drafting of a regulation or norm, the design of an urban space or the production of a public policy plan.
Process phases
Schools, children's facilities and leisure organizations can participate in the process.
Schools: they will be able to have 3 sessions of workshops facilitated by professionals
Children's equipment and leisure organizations will have materials to develop the workshops with specialized remote advice.
What rights do children and adolescents have? What is the right to participate? What topics interest our boys and girls? In these workshops, all these topics will be touched upon and the proposals of children and adolescents will be discussed, while answering the question:
How do we boys and girls want to participate?
The proposals resulting from the workshops will be shared with other centres, facilities and entities that have held the workshops. The different topics discussed by children and adolescents will be discussed in order to reach agreements and joint consensus proposals. The agoras will be held in public space and will be facilitated by professionals. The schedule of the agoras will be adapted to the needs of the type of participants.
Children and adolescents can vote for the proposals they like best through Decidim.barcelona. All boys and girls registered in the city between the ages of 8 and 17 will be able to vote.
The result of the vote will be communicated to the mayor and the political representatives of the City Council through a public event. The City Council will have to respond to its commitment to carry out the proposals most voted by the boys and girls.
A Monitoring Commission will be set up for the execution of the resulting proposals made up of boys and girls who have participated in the process. Its mission will be to ensure that the City Council complies with the commitments established in the Act of Return.
